Strengthening Lifelong Learning: NFE/LLL Working Group Advance Policy Implementation

On March 28, 2025, DVV International (DVVI) and the Non-Formal Education and Lifelong Learning Working Group (NFE/LLL WG) hosted a pivotal in-person meeting in Phnom Penh to advance the implementation of Cambodia’s National Policy for Lifelong Learning. The gathering brought together representatives from 15 NGOs, policymakers, and education experts to engage in a dynamic discussion on the challenges and opportunities surrounding lifelong learning.

The meeting opened with remarks from Mr. Ieng Sareoun, Chair of the NFE/LLL WG ExCom, who underscored the importance of fostering a strong network of stakeholders dedicated to expanding learning opportunities beyond traditional classrooms. Ms. Peou Vanna, Country Director of DVVI, provided an insightful overview of Cambodia’s lifelong learning landscape, highlighting key areas where collective efforts could drive meaningful change.

H.E. Dr. Dy Sam Sideth, Secretary General of the National Secretariat for Lifelong Learning Policy, led an in-depth discussion on the government’s strategy for lifelong learning. His presentation sparked active engagement from participants, who posed critical questions on how NGOs and civil society organizations could play a more significant role in policy implementation. Attendees sought clarity on mechanisms to integrate non-formal education into national frameworks, strategies to ensure equitable access for marginalized communities, and the potential adoption of the learning city concept in Cambodia.

Throughout the session, members exchanged experiences from their respective organizations, sharing both successes and obstacles in promoting lifelong learning. The discussions emphasized the need for stronger collaboration between the government and civil society, with a focus on practical solutions to enhance implementation at the community level.

As the meeting concluded, participants reaffirmed their commitment to advocating for lifelong learning as a fundamental right. They called for continued dialogue, increased investment in non-formal education, and closer partnerships to ensure that learning remains accessible to all, regardless of age or background. The energy in the room reflected a shared vision for a future where lifelong learning empowers individuals and strengthens communities across Cambodia.

This gathering marked a significant step toward turning policy into action, reinforcing the role of the NFE/LLL WG as a driving force for lifelong learning in the country.
