Consultation Meeting on CSO Spotlight Report for SDG4 in Kampong Cham Province

The NGO Education Partnership (NEP), in collaboration with ESWG members in Kampong Cham Province, organized a consultation meeting on the CSO Spotlight Report for Sustainable Development Goal 4 (SDG4). The discussions focused on the implementation progress of Target 4.1 and Target 4a, as well as addressing the challenges of low student learning outcomes in Cambodia.

The meeting, supported by Education Out Loud (EOL) through the Global Partnership for Education (GPE) and Oxfam Denmark, aimed to gather insights and actionable recommendations from various education stakeholders. These consultations took place on December 26, 2024, in Kampong Cham Province.

The event drew participation from key stakeholders, including Provincial and District Offices of Education, school directors, teachers, students, and members of the Education Sector Working Group (ESWG). Approximately 30 participants engaged in discussions designed to tackle critical issues related to SDG4 implementation, particularly the quality and inclusivity of education.

During the plenary sessions, NEP presented findings from prior discussions and highlighted challenges and opportunities related to SDG4 Target 4.1 (ensuring quality primary and secondary education) and Target 4a (creating safe and inclusive learning environments). Participants explored strategies to improve teacher quality, school governance, and learning outcomes, particularly in marginalized and underserved communities.

Breakout group discussions focused on specific areas, such as the root causes of low student learning outcomes, barriers to inclusive education, and the role of parents and communities in supporting schools. These sessions also addressed infrastructure needs and actionable steps for creating safe, accessible, and effective learning environments.

The consultations are part of NEP’s broader mission to strengthen civil society engagement in education policy development and advocacy. As an active member of the Joint Technical Working Group (JTWG), NEP has played a critical role in advocating for more inclusive and gender-responsive education policies, ensuring that the voices of grassroots communities are heard at the national level.

This initiative exemplifies NEP’s commitment to achieving SDG4 and empowering Cambodia’s education sector to deliver equitable and quality education for all.
