The 2024/5 GEM Report, Lead for Learning, has launched at the Global Education Meeting in Fortaleza, Brazil, highlighting the critical role of leadership in strengthening education systems from political, school, and community perspectives. The report examines the necessary conditions for effective leadership that can drive better education outcomes, supported by an analysis of policies and legislation on school leader selection, preparation, and working conditions across 211 education systems. Additionally, the report explores policy approaches to attract and nurture leadership talent, with resources now available on the PEER website. A specialized gender and youth edition will follow this global report, along with four regional reports focusing on inclusion in Central and Eastern Europe, distributed leadership in Latin America, digital transformation in East Asia, and foundational learning in Africa.
Accompanying the GEM Report launch, the World Bank, GEM Report, and UNESCO Institute for Statistics have released the latest Education Finance Watch, analyzing trends in global education financing. Although global spending on education has increased, the allocations per child have not risen proportionally, particularly in low-income countries with expanding youth populations.
A recent update on the out-of-school model from the GEM Report and UNESCO Institute for Statistics reveals that 251 million children and youth remain out of school, showing only a minimal decrease since 2015. Available on the VIEW website, this data provides detailed insights on out-of-school rates by region, income, education level, and gender.
