The Conference on the Annual Review and Evaluation of the Education, Youth, and Sport Sector’s Performance for the 2023–2024 Academic Year and the Presentation of Work Directions for the 2024–2025 Academic Year

The Ministry of Education, Youth and Sport has developed the Education Strategic Plan 2024–2028 in response to the Royal Government of Cambodia’s Phase 1 Pentagon Strategy, the National Strategic Development Plan 2024–2028, and Cambodia’s Sustainable Development Framework. This plan is grounded in the principle of ensuring that all Cambodian citizens receive education that is of quality, equitable, and inclusive education that equips learners with knowledge, skills, discipline, morality, and good behavior, as well as good health, physical fitness, and lifelong learning. It also strengthens the link between planning, monitoring, and evaluation within the sector through the subsector results framework, which integrates policies and national-level outcomes to meet the needs of expanding and enhancing the quality of education services. In particular, it responds to the priority reforms of Cambodia’s educational transformation to contribute to the achievement of the Phase 1 Pentagon Strategy, which focuses on growth, employment, equity, efficiency, and sustainability. This includes continued emphasis on effective achievements. At the same time, the Phase 1 Pentagon Strategy identifies five key priorities: “People, Roads, Water, Electricity, and Technology,” with particular attention to digital technology to respond to the Fourth Industrial Revolution and Cambodia’s digital transformation in the economic and social sectors, as well as the need to enhance economic productivity, which is a key and essential means for achieving Cambodia’s 2050 Vision.

The Annual Education, Youth and Sport Review Conference for the 2023–2024 academic year and the directions for the 2024–2025 academic year will provide an opportunity for education personnel at the municipal, district, and school levels, as well as relevant departments, institutions, the private sector, and development partners, to meet and discuss the implementation of work, identify challenges specific to each sector for the coming year, and reach consensus on several necessary actions. The outcomes of the education conference will serve as inputs for improving the Education Strategic Plan, enhancing the effectiveness and accountability of the monitoring and evaluation mechanisms of the education system, and contributing important inputs for preparing the Education Sector Budget Strategic Plan 2026–2028 and the 2026 Annual Operational Plan at the provincial, municipal, district, and school levels.
