Sub-Decree on the Management of Childcare Centers

This Sub-Decree stipulates the management and criteria for the establishment of childcare centers for the care of infants and young children, with the objective of providing opportunities for holistic growth and development, responding to the needs of human capital development, reducing burdens, and allowing parents or guardians the time and opportunity to work and engage in income-generating and other activities.
There are three (3) types of childcare centers:
• Community childcare centers.
• Enterprise childcare centers.
• Private childcare centers.
Childcare centers have the following functions and duties:
• Provide care and development services for infants and young children based on the principles of equity and inclusion.
• Provide opportunities for early childhood learning for infants and young children.
• Provide responsive care services for infants and young children.
• Ensure the safety of infants and young children in childcare centers.
• Provide first aid services to infants and young children.
The establishment and organization of childcare centers shall comply with the minimum standard criteria as follows:
• A clearly defined location and appropriate rooms to carry out operations and meet the needs of infants and young children.
• A strategic plan for the development of the childcare center.
• A management structure for the childcare center.
• Qualifications and competencies of childcare center staff.
• Guidelines on care, education, and health check-ups for infants and young children.
• Protection and development programs for infants and young children.
• Internal regulations for the management of the childcare center.
