Self-Learning Document on Safe School Management

The development of an “Emergency Preparedness and Response Plan for the School Level” is essential for promoting the safety of children in schools, which is a critical factor contributing to the improvement of children’s learning outcomes. Based on the Education Strategic Plan 2019–2023, the Sendai Framework 2015–2030, in which Priority 4 focuses on strengthening disaster preparedness (response, recovery, and rehabilitation), and the ASEAN Agreement on Disaster Management and Emergency Response of 15 February 2018, which provides effective mechanisms to achieve the reduction of national, regional, and international disaster risks. In particular, the Child-Friendly School Policy, Component 3, has been implemented to ensure the protection, safety, and well-being of children, as well as learners, educators, and education staff, from death, injury, violence, and other impacts on schools and learning environments. Specifically, the preparation of an educational plan aims to ensure continuous protection and reduce disruptions to children’s learning, with the goal of helping them adapt to anxiety, stress, warning signs, and all types of threats. Strengthening the knowledge and skills of students and duty-bearers contributes to reducing risks, building resilience, and promoting sustainable development from 2015–2030.
