School Reform Summary Based on MoEYS Presentation
Schools serve as the primary foundation for implementing the Ministry of Education, Youth and Sport’s two core education policies:

Ensuring quality education that is inclusive, equitable, and promotes lifelong learning opportunities for all.

Enhancing effective leadership and management among education officials at all levels.
The mission of schools is to build students’ capacities from the primary level, guiding them toward excellence at the secondary level, enabling their transition to higher education, and ultimately shaping them into quality citizens, global citizens, and contributors to a knowledge-based and prosperous society. This mission aligns with Cambodia’s four national goals: growth, employment, equity, and efficiency.
School management plays a critical role in realizing the Royal Government of Cambodia’s three reform programs introduced by Samdech Techo Prime Minister:

However, it is challenging to transform schools into effective learning environments—and even more difficult to foster progressive communities—without the effective implementation of the following key tasks:

Monthly and quarterly monitoring meetings
