Press Release on the Official Implementation of the Primary Learning Program (PLP EdTech)

On January 16, 2025, the Ministry of Education, Youth and Sport officially announced the implementation of the Primary Learning Program (PLP EdTech)—a digital initiative developed to support teaching and learning, ongoing professional development, and the monitoring of student progress at the primary school level.

The PLP EdTech serves as a new tool for teachers, enabling them to more easily track student learning activities and outcomes, and to plan instruction based on individual student needs. National technical officers and researchers can use the platform to assess student performance based on the national assessments for Grades 3 and 6 and the SEA-PLM regional assessment for Grade 5.

In addition to educators and technical officials, parents and guardians can monitor their children’s learning progress using daily, weekly, or monthly data. Beyond monitoring, students themselves can use the platform to enhance their knowledge by taking quizzes in Khmer, mathematics, science, and other subjects aligned with the national curriculum. The PLP also provides access to instructional videos and a digital library of books and reading materials.

At the official launch, His Excellency Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sport, stated:

“The implementation of the PLP contributes to improving the quality of primary education by leveraging the many benefits of digital technology in Cambodia’s education system.”

He emphasized that the initiative aligns with the Ministry’s direction to strengthen teacher capacity—particularly in early-grade reading and mathematics—through the “First-grade Reading and Mathematics Materials Package,” ensuring students acquire essential literacy and numeracy skills by the end of primary school.

The Minister also called on the relevant working groups to continue monitoring the implementation of PLP in primary schools, expand teacher training, and integrate emerging technologies—especially artificial intelligence (AI)—to enhance teaching and learning efficiency. This effort supports the broader vision of the Royal Government of Cambodia to develop human capital for the digital era.
