The National Social Protection Council has developed the National Social Protection Policy Framework (NSPPF) 2024-2035, an updated strategy replacing the Social Protection Policy Framework 2016-2025. This new framework aims to strengthen Cambodia’s social protection system, ensuring it is more effective, sustainable, and responsive to risks, disasters, and unforeseen crises.
The Royal Government of Cambodia prioritizes peace, political stability, and national security as key foundations for economic growth and national progress. The NSPPF 2024-2035 is designed to uphold these priorities while enhancing the country’s ability to protect vulnerable populations and build a resilient and inclusive social protection system.
To achieve these goals, the framework is guided by seven key principles:
- Equity and Inclusion – Ensuring social protection for all, especially marginalized groups.
- Adequacy – Providing sufficient support to meet essential needs.
- Effectiveness – Implementing policies that deliver measurable results.
- Flexibility – Adapting to changing social and economic conditions.
- Sustainability – Ensuring long-term financial and structural stability.
- Good Governance – Promoting transparency, accountability, and efficiency.
- Gender Responsiveness – Addressing gender disparities in social protection policies.
