To ensure consistency in the implementation of the Early Childhood Education Program and to strengthen governance across all public preschool institutions—aimed at enhancing the effectiveness of early childhood education services to become stronger, proactive, and modern in accordance with the Model Preschool Standards—the Ministry of Education, Youth and Sport hereby provides the following instructions to public preschool institutions, municipal/district/khan administrations, and the Provincial/Municipal Departments of Education, Youth and Sport:
1. Public Preschool Institutions
Must prepare an action plan, mechanisms, procedures, and implementation guidelines in accordance with the Model Preschool Standards, based on the ownership and autonomous leadership of each public preschool institution.
Prepare and submit the annual request for hierarchical evaluation in order to be recognized as a Model Preschool, and send it to the municipal/district/khan administration by the second week of October each year.
2. Municipal, District, and Khan Administrations
Must prepare an action plan and support mechanisms, as well as coordinate the implementation of the Early Childhood Education Program in all public preschool institutions in accordance with the Model Preschool Standards.
Compile, prepare, and submit the annual Model Preschool Evaluation Report to the Provincial/Municipal Department of Education, Youth and Sport by the third week of October each year.
3. Provincial/Municipal Departments of Education, Youth and Sport
Must prepare action plans and various support mechanisms, and cooperate with municipal/district/khan administrations in implementing the Model Preschool Standards.
Compile, prepare, and submit the annual Model Preschool Evaluation Report to the Ministry of Education, Youth and Sport (Department of Early Childhood Education) by the fourth week of October each year.
