Guidelines on School Planning for Preschool, Primary, and General Secondary Schools

The Ministry of Education, Youth and Sport plans to conclude the implementation of the Education Strategic Plan 2019–2023 in accordance with the established timeframe. At the same time, the Ministry will develop the Education Strategic Plan 2024–2025 to be more in-depth and comprehensive, in line with reforms in the education sector to ensure responsiveness and coherence with the National Strategic Development Plan 2024–2028 of the Royal Government of Cambodia, the Sustainable Development Goals on Education in Cambodia by 2030, the Industrial Development Policy 2015–2025, and the Digital Economy and Society Policy Framework 2021–2025.

Objectives

The objectives of these guidelines include:

·       Providing technical guidance for the preparation of school development strategic plans, school budget strategic plans, and annual school operational plans or school improvement plans, in response to the prioritization of education, youth, and sport sector reforms.

·       Providing a framework for annual joint reviews between schools and relevant stakeholders.

Mechanism for School Planning

The preparation of school development strategic plans, school budget strategic plans, and annual school operational plans or school improvement plans shall be led by the school principal and the school management committee, with the participation of members of the school management committee, teachers, local authorities, commune/sangkat councils, commune chiefs/sangkat chiefs, village heads, group leaders, youth and children councils, representatives of students’ parents or guardians, development partner organizations, and other relevant institutions in the community. This is to jointly discuss the essential needs of schools and communities, key challenges, and students’ learning outcomes to ensure high quality and effectiveness, especially ensuring that all children are enrolled, students achieve learning outcomes, pass examinations, and continue their education to completion at each level of schooling.

The school principal and the school management committee shall coordinate and lead school planning activities through the following mechanisms:

1.     Managing data, statistics, and education, health, social, and economic indicators at the geographical levels of village, commune, and sangkat, as a basis for preparing household mapping, school mapping, and information on the status of each household in villages, communes, and sangkats.

2.     Organizing collaboration and joint work in the preparation of school plans (school development strategic plans) and commune/sangkat investment plans.

Organizing monitoring and evaluation on a semester or annual basis for annual operational plans, and mid-term and end-term reviews for school development strategic plans, conducted jointly based on model school standards, including student learning outcomes, teaching and learning processes, community participation, school operations and administration, and accountability
