A supplementary reference document to improve learning in response to the national grade 3 student assessment

By launching two major policies and various reform strategies, the Ministry of Education, Youth, and Sport continues its mission to develop educational quality with equity, inclusion, and lifelong learning opportunities for all citizens. However, based on the results of the 2018-2019 Grade 3 National Assessment and other evaluations, students need to further increase their basic foundational knowledge. This means their competencies and attitudes require further development. In response, the Ministry has issued additional instructions, specifically Instruction No. 26 dated April 11, 2023, advising school management, teachers, parents, and local education offices to implement four measures: 1) Strengthen school management, 2) Prepare mechanisms to help slow learners, 3) Increase school inspections, and 4) Link teacher training reforms with school reforms. Furthermore, after the findings of this Grade 3 assessment, the Ministry invited Khmer language experts to review results, identify challenges, and issue recommendations. This review ensured that the findings are accurate, clear, comprehensive, and beneficial for school development. The summary of challenges is presented below.
