Career Guidance and Counseling is a set of programs designed to support children and young people throughout their learning journey. These programs help students make informed decisions about their education, career paths, and future occupations, while also guiding them in developing behaviors and performance aligned with their talents, interests, abilities, skills, and labor market needs.
In secondary schools, teacher counselors are responsible for organizing and implementing these programs, which aim to enhance students’ academic performance and career readiness. The programs are clearly defined, student-centered, and developmental in approach.
To ensure effective delivery, the Ministry of Education, Youth and Sport (MoEYS) provides three core services:

School counselors are tasked with leading and managing these services within their respective institutions.
1. Purpose
This competency framework was developed to respond to practical needs within the Cambodian context. It serves as a guiding reference for stakeholders involved in career guidance and counseling and focuses on strengthening the capacity of school counselors.
