Section: Impact, Learning and Effectiveness (ILE) Location: Siem Reap Office
Salary: $500 – $600 per month plus benefits

This Life is an award-winning community development organisation that believes in listening to, engaging with and advocating alongside families and communities as they define and act on their own solutions to complex social issues. This Life currently operates programs under three sections: Children and Families, Communities, and Impact, Learning, and Effectiveness. These sections are supported by This Life’s Shared Services.

The Impact Learning & Effectiveness Section aims to translate community voices into new knowledge and evidence, which can then be used to help inform and develop innovative practice. The ILE Section is comprised of 3 service delivery teams:

The aim of Monitoring, Evaluation, Accountability and Learning (MEAL) program is to systematically monitor, and periodically evaluate the implementation of This Life’s programs to measure their status, efficiency, effectiveness and impact, and feedback learning to inform future program design.

Roles and Responsibilities:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for data collection, analysis, and report writing. The MEAL Officer will work in a team of three researchers who monitor and evaluate all of This Life’s programs, conduct research for This Life, and consult with third-party organizations/individuals undertaking research in Cambodia. Strong presentation skills are required, as the MEAL Officer will share research findings with communities, This Life staff members, the Cambodian research community, and government officials.
Furthermore, the MEAL Officer will identify new research projects that will positively affect This Life’s programmatic activities and develop policies and procedures for ILE.

  • ●  Monitor and evaluate TLC’s programs: This Life in School, This Life in Family and Child-Livelihood Assistant


  • ●  Design and test data collection tools that are contextualized to the specific location under investigation.
  • ●  Collect data in reliable ways within communities, schools, and prisons.

  • ●  Conduct desk reviews of the relevant literature.
  • ●  Analyze both qualitative and quantitative data to answer research/evaluation questions.
  • ●  Write research reports in English and Khmer for different audiences: school support committees, commune

    councils, TLC staff members, TLC funders, academics, and policymakers.

  • ●  Present research findings to a wide variety of audiences in both Khmer and English.
  • ●  This position may also require the undertaking of additional jobs on request by the TLC director.

    Role Requirements:

  • ●  A University Degree in a relevant field.
  • ●  At least 1-year progressive experience in a relevant role in research, monitoring and evaluation or program


  • ●  Strong understanding of one or more of This Life Cambodia’s program areas (education, legal justice, social work

    case management for children and families, community development)

  • ●  Experience with managing, organizing and monitoring the multiple programs.
  • ●  Experience with database validation and analyzing
  • ●  Strong research and evaluation report writing skills.
  • ●  Proficient in Microsoft Office (Word, Excel, Outlook, etc.) and other relevant software
  • ●  Experience in Adobe Creative Suite programs, such as InDesign and Photoshop, desired but not required.
  • ●  Displays professionalism and sensitivity in interactions with TLC staff and program beneficiaries
  • ●  Excellent written and spoken Khmer communication skills
  • ●  Good written and spoken English communication skills

    This position may also require the undertaking of additional duties on request from the Head of Section or Director.
