Action Plan on Multilingual Education 2024–2028

The Action Plan on Multilingual Education 2024–2028 serves as a roadmap for implementing multilingual education programs in alignment with the Cambodian context. This plan will modernize education by integrating culture, traditions, and customs, promoting changes in gender perspectives, and encouraging the participation of indigenous communities in school development. It also focuses on training and strengthening the qualifications of multilingual education teachers in order to produce highly competent human resources and contribute to the development of communities, socio-economic progress, and regional integration in an inclusive and sustainable manner.

The Action Plan on Multilingual Education 2024–2028 aims to develop the knowledge, skills, attitudes, physical well-being, and competencies of indigenous peoples through mother tongue–based multilingual education programs. It promotes the preservation of indigenous languages, cultures, traditions, and customs, leading to improved learning opportunities and better educational outcomes. This plan covers preschool, primary education, and non-formal education, and is being implemented in languages such as Phnong, Tampuan, Kavet, Kreung, Pao, Jarai, Kmuoy, Kachok, and Kraol in the provinces of Ratanakiri, Mondulkiri, Kratie, Stung Treng, and Preah Vihear.

The Action Plan on Multilingual Education has the following overall objectives:
▪ To improve foundational learning outcomes for indigenous students through multilingual education programs.
▪ To enhance community participation and ownership in the implementation of multilingual education programs.
▪ To strengthen the capacity of teachers and technical staff to deliver high-quality multilingual education programs that are gender-responsive and ensure safe schools.
▪ To ensure the sustainability of multilingual education programs through policy integration and support from the Royal Government.
▪ To establish and implement a robust monitoring, evaluation, and learning framework for multilingual education programs.
