The concept of “Lifelong Learning,” first introduced in 1972, has since emerged as a guiding principle for educational policy in both developed and developing nations. It has become a cornerstone of Sustainable Development Goal 4 within the Education 2030 Framework for Action, reflecting a global commitment to ensuring inclusive, equitable, and quality education while promoting lifelong learning for all individuals. The objectives aim to provide lifelong learning opportunities for all Cambodians by developing flexible programs that meet learning demands. This includes establishing proper learning centers and infrastructure, building capacity for program coordinators in areas such as design and teaching methods, and recognizing and accrediting knowledge and skills acquired through these programs in line with the Cambodian National Qualification Framework (CNQF). Additionally, ministries, institutions, the private sector, and development partners are encouraged to implement lifelong learning programs to help employees continuously upgrade their skills and advance professionally.
