National Policy on Early Childhood Care and Development (KH)

In the Kingdom of Cambodia, all children from birth to under six years of age are entitled to access support and developmental services, with particular emphasis on vulnerable and impoverished children. The protection and development of young children is a priority for the Royal Government, forming an integral part of the broader education for all initiative and serving as a vital strategy for poverty reduction.

Research shows that malnutrition, underweight conditions, and poor health significantly hinder children’s ability to learn effectively. The Constitution, along with various laws and policies in Cambodia, underscores the importance of protecting, caring for, and educating children. Article 48 of the Constitution affirms the right to education and mandates protection for children in situations of conflict, as well as safeguards against economic exploitation and sexual abuse. It further states that the state must prevent any work that could compromise children’s education or jeopardize their welfare.
