Cambodia recognizes youth as a vital force for national development and peacebuilding, both in the present and future. In line with this vision, the Royal Government of Cambodia has introduced several key policies and strategies to enhance youth potential across sectors:

Pentagonal Strategy Phase I, which prioritizes People, Roads, Water, Electricity, and Technology;

National Policy on Cambodian Youth Development;

Cambodia’s Digital Economic and Social Policy Framework (2021–2030), designed to harness digital transformation for national growth;

Education Strategic Plan (2024–2028), aligned with the Pentagonal Strategy and Cambodia’s 2030 and 2050 visions;

National Action Plan for Cambodian Youth Development, among others.
These frameworks reflect a comprehensive approach to youth development through education, digital innovation, and civic engagement.
At the first cabinet meeting of the 7th legislative mandate on August 24, 2023, Prime Minister Samdech Moha Borvor Thipadei Hun Manet emphasized reforms to improve education quality, particularly in public schools from kindergarten to secondary levels. His recommendations focused on:

Strengthening school governance;

Updating curricula and extracurricular activities to foster knowledge, discipline, ethics, and positive student behavior;

Enhancing student health through nutrition programs and food safety in schools;

Promoting active participation from parents, guardians, and communities, under the slogan “Partnership Between Public and Community for Education.”
Additionally, the government is encouraging both mass and professional sports, reinforcing the policy that “One Youth Should Play at Least One Sport in Life.” This involves developing coaching standards, supporting athletic training for both genders, and enhancing Cambodia’s capacity to compete nationally and internationally.
