Key organizations, including ETS, RTI, ACT, Westat, cApStAn, and ACER, supported technical implementation, framework development, and test instruments. Expert groups and the PISA Governing Board, chaired by Michele Bruniges, provided oversight and guidance. Contributions from additional experts and reviewers are detailed in Annex E.
