National Disability Strategic Plan 2024-2028 (KH)

The National Disability Strategic Plan (NDSP) 2024-2028, developed under the leadership of the Secretary General of the Disability Action Council, builds upon previous national efforts, including the National Action Plan on Disability. This strategic framework continues Cambodia’s commitment to supporting persons with disabilities, including victims of unexploded ordnance from the 2009-2011 conflict.

The NDSP 2024-2028 aims to promote the rights and inclusion of children, youth, adults, and older persons with disabilities—whether physical, visual, hearing, cognitive, intellectual, or psychosocial—ensuring they can fully participate in all aspects of society. It envisions a future where people with disabilities and their families experience a high quality of life, enjoy equal opportunities, and live in a disability-friendly and inclusive society that respects their dignity and diversity.

The plan focuses on three key objectives. First, it seeks to strengthen the implementation of disability-related laws and policies, ensuring that national and sub-national institutions, development partners, civil society organizations, and the private sector contribute to this effort. Second, it emphasizes the full and meaningful participation of people with disabilities and their representative organizations in decision-making, implementation, and monitoring processes across all sectors. Lastly, it prioritizes expanding access to essential services, support systems, and resources, ensuring that persons with disabilities, their families, and communities receive equitable opportunities without discrimination.

By launching the NDSP 2024-2028, the Royal Government of Cambodia reaffirms its commitment to advancing disability rights in line with international frameworks, including the Convention on the Rights of Persons with Disabilities and the Incheon Strategy: “Making Rights a Reality.” This strategic plan serves as a comprehensive policy roadmap for a multi-sectoral approach, ensuring that all ministries, institutions, and stakeholders work collaboratively to uphold the rights and dignity of persons with disabilities and build a truly inclusive society.
