In line with the 2024-2028 Education Strategic Plan, the Ministry of Education, Youth and Sport (MOEYS) has a vision to encourage Cambodians to “have high knowledge and at least one lifelong skill” with resilience, entrepreneurship, innovation and good morals, with the state guaranteeing basic education services for all up to at least grade 9, equipping them with skills and technology that are needed by the labor market and business, strengthening training and skill transfer in line with labor market needs, strengthening the quality of the higher education sector to become a center of national intellectual capital and a global repository of knowledge, and paying attention to the livelihoods of teachers, academic staff and professors. In line with the mission, transforming the education system towards quality, equity, inclusiveness, relevance and resilience in order to solve learning problems and build an equitable, inclusive, sustainable and knowledge-based society in line with Cambodia’s aspirations. In this sense, reflecting the consideration of Cambodia’s future and in line with the priorities in response to the Pentagon Strategy Phase 1, the Ministry of Education has set 8 priorities in the direction of achieving continuous improvement through the Education Strategic Plan 2024-2028:
• Priority 1: Strengthening school governance
• Priority 2: Reviewing and adjusting the curriculum and extracurricular activities
• Priority 3: Promoting academic health
• Priority 4: Encouraging the participation of parents, guardians and the community
• Priority 5: Promoting digital education
• Priority 6: Establishing centers of excellence in higher education institutions
• Priority 7: System building and capacity development
• Priority 8: Developing physical education and sports
Governance focused on the implementation of the procurement budget is an important tool for orienting budget implementation through the perspective of public interest, transparency, accountability, sustainability, good management and efficiency as the basis for implementation, by linking high responsibility of all implementing units of an institution at all stages of budget implementation. The results achieved can be the basis for evaluation and improvement in order to achieve a better education policy.
However, addressing these challenges requires innovative solutions, professional will, capacity building, and strong oversight systems. Overcoming these challenges and adhering to the principles of good governance through performance-based budgeting will drive meaningful and lasting improvements in public administration and resource management that benefit society as a whole.
