GPE 2025 – Cambodia Partnership Compact

A consultative workshop involving stakeholders at all levels including the ministry of education at all levels, public sector employees, representatives of teacher associations, civil society organizations, and private sector representatives was conducted to develop the Cambodia Partnership Compact (PC).

The compact addresses three agreed-upon priorities: gender equality, high-quality instruction, and high-quality learning in order to improve student learning outcomes.

Cambodia proposes a PC that addresses the reform priority using a combination of:

  • Interventions already in progress and likely to continue effectively to support systems reform
  • Interventions already in progress that require additional scale-up and/or funding
  • Interventions that exist at the policy level, but are not yet implemented fully effectively
  • Interventions that are new to be implemented under the GPE2025 operational model
