Policy Brief on Factors Influencing Science and Social Science Stream Choices at Upper Secondary Education in Cambodia

The Royal Government of Cambodia (RGC) launched the Industrial Development Policy (IDP) 2015–2025 as a strategic pathway to transition Cambodia from a low-middle-income country to an upper-middle-income country by 2030, and a high-income country by 2050. This vision represents a critical shift from an agriculture-based to an industry-based economy. To achieve this transformation, strengthening Science, Technology, Engineering, and Mathematics (STEM) education is identified as a key priority in the National Strategic Development Plan (NSDP) 2019–2023.

The Ministry of Education, Youth and Sport (MoEYS) has made significant efforts to reform the education system, with a strong focus on enhancing the quality of education and promoting STEM. These reforms aim to develop a skilled workforce that aligns with the national vision for economic advancement and integration into the ASEAN community.

As part of this commitment:

  • MoEYS developed and implemented the Policy on STEM Education in 2021, promoting STEM across general and higher education levels to meet labor market demands.

  • In 2016, MoEYS introduced the New Generation School (NGS) Policy, which outlines seven objectives. Notably, the sixth objective focuses on improving teaching standards through:

    • Competitive teacher recruitment

    • Performance-based incentives

    • Training in educational technology and STEM

    • Strengthening problem-solving skills

    • Clear career pathways linked to professional development
