The Ministry of Education, Youth, and Sports (MoEYS) has officially released the Education Strategic Plan (ESP) 2024-2028, a comprehensive roadmap aimed at further strengthening Cambodia’s education system. Building on the accomplishments of previous plans, including the education reforms from 2018-2023, this plan sets a clear focus on quality, equity, and inclusion across all levels of education.
The Ministry’s commitment to enhancing governance and inclusivity in educational institutions, alongside addressing the challenges posed by the COVID-19 pandemic, remains at the forefront of the new strategy. This has been achieved through a range of reforms designed to improve professionalism, accountability, and leadership in the sector.
Key Priorities for 2024-2028
Aligned with the Royal Government of Cambodia’s National Development Plan, the ESP 2024-2028 emphasizes the **enhancement of quality in education, sports, science, and technology**. To achieve this, the Ministry has outlined eight key priorities:
1. Strengthening school governance
2. Reviewing, revising, and restructuring curriculum to foster critical thinking, morality, and holistic education
3. Promoting child health through school nutrition programs and improving school food quality
4. Encouraging community participation to engage parents, guardians, and local stakeholders in education
5. Advancing digital education to support modern learning methods
6. Establishing Centers of Excellence in higher education to drive innovation
7. Expanding system capacity and development
8. Developing physical education and sports programs for holistic growth.
A Focus on Equity and Accountability
One of the core themes of the new plan is ensuring that all Cambodian students have access to quality, equitable, and inclusive education with an emphasis on good behavior, physical health, fitness, and lifelong learning. The ESP 2024-2028 builds on earlier phases by focusing on making high standards achievable at every level, with special attention given to vulnerable groups and marginalized communities.
Additionally, the new strategic plan continues to push for stronger management and accountability within education, with a strong alignment to national education goals and the Sustainable Development Goal 4-Education framework.
