Keynote Address on Youth Capital Development Through the Priority Actions of the General Department of Youth

Cambodia considers youth a key resource for national development across all sectors and for maintaining peace, both now and in the future. In this regard, the Royal Government of Cambodia has developed several strategies and key policies to enhance and build the capacities of Cambodian youth, including:

  • (A) Pentagonal Strategy Phase I, which focuses on five priorities: People, Roads, Water, Electricity, and Technology.

  • (B) National Policy on Cambodian Youth Development.

  • (C) Cambodia’s Digital Economy and Social Policy Framework (2021–2030), which aims to leverage digital transformation to maximize the benefits of technological advancements.

  • (D) Education Strategic Plan (2024–2028), aligned with the Phase I Pentagonal Strategy and Cambodia’s long-term visions for 2030 and 2050.

  • (E) National Action Plan for Cambodian Youth Development, among others.

At the first Cabinet meeting of the 7th legislative mandate on August 24, 2023, Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, outlined key recommendations to improve education quality by strengthening public schools from kindergarten to secondary levels through the following initiatives:

  1. Strengthening school governance.

  2. Revising curricula and extracurricular activities to meet the needs for knowledge, discipline, ethics, and appropriate student behavior.

  3. Prioritizing student health through child nutrition programs and food quality control in schools.

  4. Promoting the involvement of parents, guardians, and communities in education under the slogan “Partnership Between Public and Community for Education.”

The Youth Development Sub-Sector plays a vital role in nurturing youth to become ethical, responsible, and competent citizens who are valuable contributors to Cambodian society. Its activities are closely aligned with national policies, particularly Priority 2 of the Prime Minister’s recommendations and the education reform agenda (2023–2028). Through a strong focus on extracurricular activities, the sub-sector promotes student development in knowledge, discipline, ethics, and behavior—ensuring youth can meaningfully contribute to national progress.
