Cambodia Skills Development Roadmap 2023-2035

The Cambodian Skills Development Roadmap is a strategic document designed to guide all stakeholders involved in skills development, with the goal of enhancing the quality of Cambodia’s workforce to meet both current and future growth demands. It supports and promotes national economic development in the short, medium, and long term, while contributing to sustainable development.

This roadmap aligns with Cambodia’s Vision 2030 and 2050 and is grounded in key national policies and strategies, including:

  • The National Technical and Vocational Education and Training (TVET) Policy 2017–2025,

  • The National Employment Policy 2015–2025,

  • The Strategic Development Plan for Vocational Training 2019–2023,

  • The Strategic Action Plan for Modernizing the TVET System 2019–2023,

  • The National Policy on Lifelong Learning Vision 2030 and 2050,

  • The Cambodian Digital Economy and Social Policy Framework 2021–2035, and

  • The Cambodia Secondary Education Blueprint 2030, in line with the Sustainable Development Goals (SDGs) 2030.

The roadmap envisions transforming Cambodia’s workforce into a highly capable and productive human resource pool that can effectively respond to labor market demands. It also aims to promote lifelong learning, ensuring that every citizen has at least one skill, a decent job, dignity, and a higher standard of living.

The roadmap is structured around five strategic pillars, comprising 26 objectives, 27 key performance indicators organized as intervention activities, and 75 performance indicators aligned with each intervention. The five strategic pillars are:

  1. Strengthening the Quality of TVET

  2. Enhancing Branding and Outreach

  3. Ensuring Industry-Relevant TVET

  4. Improving Governance and Leadership

  5. Securing Funding and Sustainability
