The Handbook for Commune Committees for Women and Children (CCWC) outlines the crucial role CCWCs play in protecting children within their communities. It supports the implementation of the Action Plan for improving child care, which aims to safely return 30% of children in residential care to their families by the end of 2018. This plan is being executed in five priority provinces: Phnom Penh, Battambang, Siem Reap, Kandal, and Preah Sihanouk.
Launched in April 2017 by the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) and UNICEF, the Action Plan is supported by USAID, UNICEF, and the Partnership Programme for the Protection of Children (3PC), a network of 10 NGOs led by Friends-International. It aligns with the 2006 Alternative Care Policy and other relevant regulatory frameworks.
