2024 Civil Society Spotlight Report on SDG4

The Royal Government of Cambodia (RGC) and the Ministry of Education, Youth, and Sport (MoEYS) have made significant strides in advancing Sustainable Development Goal 4 (SDG 4) – Quality Education. For the 2023-2024 academic year, Cambodia has achieved a remarkable primary education net enrolment rate of 99.6%.

A key focus of the RGC has been improving equitable access to education, particularly for girls. Through targeted scholarship programs, the government has worked to boost girls’ enrolment, enhance student retention, and ensure secondary school completion, with 60% of scholarship recipients being girls. This reflects Cambodia’s commitment to closing gender gaps in education and empowering young women through learning opportunities.

The participation of Civil Society Organizations (CSOs) in the implementation of SDG 4 varies across different initiatives. The Cambodian government has actively involved CSOs in consultative processes, such as the National Education Congress, policy input consultations, and meetings of the Education Sector Working Group (ESWG) and Joint Technical Working Group (JTWG). These collaborative efforts underscore the government’s openness to engaging with CSOs in shaping education policies and improving education outcomes through practical partnerships.
