The MOYES is developing a Partnership Compact under the GPE2025 Operating Model, the MOEYS has been undertaking the Enabling Factors Review (EFR) analysis, in which composts of two parts: (1) initial screening of the EFR, (2) contextualized EFR analysis. In order to fully consult on the real situation for the EFR, the MoEYS conducted consultation workshops with relevant POEs and DOEs with the aimed at analyzing Enabling Factors that can lead to priority reforms for system transformation.

To ensure meaningful consultation with civil society, NEP would like to share with CSOs the domestic financing matrix and EFR for further inputs.
