Vision: The local communities are empowered to use right-based approach for preserving biodiversity in equitable use of natural resources and good governance toward building climate resilience for better livelihoods.
Mission: AFD works in partnership with relevant stakeholder to enhance community capacity in natural resource management, equitable climate resilience and good governance.

- Natural Resource and Climate Change (NR2C)
• Community Development (CF, CPA, CFi, IP, WUG & CBET);

• Communities Rights - Community Economic and Agriculture Development (CEAD)
• Agricultural Cooperative (AC);
• Producer group: animal raising (chicken), home gardening (vegetable), cash crop production (cassava and cashew, Rice); community-based enterprise (rattan & bamboo), Aquaculture (fish); NTFP processing
• Business and Market Links;
• Nutrition, Wash and Hygiene;
• Youth Entrepreneurship.
• Life Skill ( training center). - Gender and Good governance (3G)
• Gender Equality: Women and Youth empowerment to decision making in families and community.
• Service Quality: Social Accountability (ISAF) and social protection
• Education Quality: Promote scholarship poor child and youth to access education.

- Kampong Thom province: 53 communes/Sangkat, 6 district/municipality.
- Kampong Cham province: 6 communes/Sangkat, 2 district/municipality
- Preash Vihear province: 18 communes, 6 districts
