The Global Education Monitoring (GEM) Report has been released. GEM Report team members discussed the findings of the 2023 GEM Report on the appropriate use of technology in education at the French Senate and addressed the costs of digital transformation at the Agence Française du Développement (AFD).
The adoption of digital technology has brought numerous changes to education and learning, but its transformative impact remains debatable. The application of digital technology varies across communities, socioeconomic levels, teacher readiness, education levels, and country incomes. In most countries, except the most technologically advanced, computers and devices are not widely used in classrooms. Evidence of the impact of digital technology is mixed, and its short- and long-term costs appear significantly underestimated, often denying the most disadvantaged the opportunity to benefit. The report “A Tool on Whose Terms?” argues that regulations for technology established outside the education sector may not address educational needs effectively. Released alongside the #TechOnOurTerms campaign, it calls for decisions about technology in education to prioritize learner needs, assessing whether its application is appropriate, equitable, evidence-based, and sustainable. It provides a guide for policymakers, urging them to assess the suitability of technology for their specific contexts, focus on marginalized groups, rely on evidence of impact, understand the full costs involved, and ensure their plans align with sustainable development goals.
