Legal Analysis: Cambodia’s Sub-Decree on National Domain Names

Based on a review of the official English translation of the Sub-Decree, ICNL is concerned that it disproportionately restricts individuals, companies, and organizations from using their domains to communicate broad categories of speech, in violation of the right to freedom of expression. ICNL focused its review of the Sub-Decree on the freedom of expression implications of the Sub-Decree. All recommendations provided below are based on ICNL’s non-partisan review of the Sub-Decree and its compliance with international norms governing the freedom of expression.
